The pattern says american sizes - how do these translate to english sizes? thank you

American sizes are 2 sizes smaller,, so if its an American size 12 it would be an English size 16.

No, they are just below the waist. I wasn’t sure when I bought the pattern but have now made them and they are very comfortable.

How easy would it be to widen the trousers, so they look like palazzo pants?

You can widen these pant fairly easily. Just grade them very gradually on both inside and outside leg. Making sure that you can match the outside and inside leg seams when holding them up by the hem. Start at the crotch for the inside leg and the lower hip on the outside leg. Hope this helps.
