Wanting to use for a children's sensory board. Would these work for wheels like for a car...etc. What kind of hardware to connect on board?

These are concave so more of a pulley than a car wheel. You would use ordinary 1/4 bolts to fasten. They are good quality and run very smoothly.

Does anyone know the id of the black part? or in other words the od of the bearing? i am trying to find a spacer that will fit inside. thanks.

OD that is visible is 20mm ( 13/32" ). The rest of the race is embedded in the plastic. There is not enough outer race visible to put a spacer against it. I I used nylon spacers of 12mm ( 1/2" ) in diameter mated to the inner race on both sides of the bearing. A machine bolt fits nicely into the hole of the nylon spacer to mount it to whater you like.

What load can these handle?

I do not know. They are very hefty.

What's the inner diameter of the wheel where bearing sits

I don't have one to measure and the information in the Amazon listing only shows the inner diameter of the bearing, not the rubber groove. I suggest you contact the vendor through the Amazon link
