Ploycarbonate (PC), like most any other plastic, can be colored. Polycarbonate is able to achieve great strength and clarity, which is why it is often used in clear applications, but you'll find colored plastic parts/products made of PC. BPA is also used in the production of most PVC products - from the looks of it, the storage bag is made of PVC, which is also likely why the product carries the Prop65 Warning (PVC is part of the prop 65 list of naughty materials).
