Can I make tomato ginger onion chilli paste in this

I don't think you can. It's advertised as being for dry spices so might leak. Also, it doesn't disassemble and has a very messy chamber design so you would have a nightmare cleaning it and, in the worst instance, injure yourself on the blades.

Is it possible to grind sugar into powdered sugar with this grinder? Or does it get hot so that the sugar would melt and destroy it?

I have the original version of this, had it for about 30 years now and I use it to turn granulated sugar into caster sugar when I bake. It will only take a small amount at one go, but it doesn't take many minutes before I have enough for a couple of cakes . I assume you mean icing sugar to top or decorate cakes when you say powdered sugar? I found it slightly gritty when I tried it. May need a longer grind but as I rarely use icing sugar I didn't bother making more.

Can I grind urid dahl to create a flour in this machine?

It grinds spices to powder, but unsure if suitable for creating flour as it only takes small quantities.
