My guess is just because Verizon wants you to buy from them and activate through them!!!! I got my 7a (unlocked) from Amazon about a month ago, and activated it myself at home. I also have Verizon and can clarify you can’t trust everything they say. Verizon also tells you that you NEED a new SIM card, which is also untrue. I simply followed the online instructions to transfer from my PIxel 3 -> Pixel 7a and swapped SIM cards. Then my Pixel 3 & 7 did the rest.
