Convention identifies each of the 3 leads as L1, L2, and L3. Your equipment will have terminals labeled as L1, L2, and L3. You would assume L1 goes to L1, L2 to L2 and L3 to L3. This is correct. However, you can also connect L1 to L2, L2 to L3 and L3 to L1. Surprise, you can connect L1 to L3, L2 to L1 and L3 to L2. Each of the 3 variations gives the same result and is correct. What does matter is the sequence. Each line will cycle to peak voltage in rotation. Thats why this is a Phase Sequence Rotation Meter. First L1 goes high, then L2, then L3. If you start with L2, then L3 and L1, each goes high in Rotation. Typically, equipment (a motor perhaps) expects to see "Clockwise" Rotation, sometimes called "Right Hand" Rotation. Should you wish to reverse rotation (for a motor) swap any 2 leads and you get "Counter Clockwise" Rotation, sometimes called "Left Hand" Rotation. Sometimes, one of the leads will register a slightly higher voltage to common/ground than the other two leads. This "Hot Leg" assists with starting a motor.
