It dose rotate up and down. The button is right on top, very low profile and dose not make noise when you click it. It uses 2 AAA batteries. 1 click turns the low red light on, 2 clicks turns the brightness up on the red light. For the white light you have to hold the button down for 3 seconds and to turn the brightness up on the white light you have to click the button again as soon as you turn the white light on. This safety measure is mainly there for “military” use so you aren’t shining a bright white light around out in the field as soon as you turn the headlamp on. Plus the red light helps preserve your night vision a little better.
