Can you clean this with mineral spirts after using?

We use this for applying waterbase finishes.. so therefore mineral spirits is not recommended. They make a lambswool version of this for oil base coatings.. and that can be cleaned with mineral spirits

Will the replace and as good as the too expensive sleeves that others offer?

I can't say whether this sleeve is as good as the "too expensive" ones, but I successfully used two of them, one to apply a coat of Bona ClassicSeal to a new oak floor, and then the second to apply two coats of Bona Mega satin finish. It snugly fits the Padco T-bar Professional Floor Coater (https://www.amazon.com/gp/product/B0083I98D6/ref=ppx_yo_dt_b_asin_title_o06_s00?ie=UTF8&psc=1).

what do you clean this with if you use Winwax Water based , Oil enhanced, polyurethane?

Water for any water based acrylic, paint thinner for any oil or polyurethane based finish
