I was given some hapla felt from my dr, which is self adesive. is this one an eqiv ? is it self adesive ? thanks

I don’t know if it’s equivalent but it’s not self adhesive. If you are thinking to put it in the sole of a shoe it works quite well using a prit stick spread the adhesive on to the felt place in the shoe and firm it down with your foot .

Is the felt made from wool or synthetic materials?

I think from the description (compressed mixture) its probably both. So if you'r allergic to either, you should avoid, but if it's just a question about quality, its excellent hard wearing felt. I use it to build up my boot and shoe insoles to obtain a better fit for my feet.
