Yes, they are safe for babies at 3 months old. The minimum age is 3 months.

Are these effective for 2 yr olds?

Yes, we use them for ours. He’s 2 1/2 (3 in December). Works great! Best thing we’ve found honestly. No side effects, no irritability, no grogginess, as we’ve had with others. He takes them well, and within 30-45 minutes (usually closer to 30), he’s sound asleep. The only thing that’s actually allowed him a full, good night sleep, where he actually seems as though he’s rested the next day.
