The shelf liner gives the plants a base that you will be able to transfer into your tank. Then you can add some sand lightly sprinkled over the sprouted plants to anchor it to the bottom of your tank. If you leave some extra area of liner out past the growing seeds, you'll have more space for anchoring to bottom of tank, then you can place rocks on the edges.
