You need to train a dog not to pull. Standing quietly and gently stopping EVERY time, starting to walk again once the dog has learned he goes nowhere by pulling. A normal lead and harness is all you need, possible a Dogmatic head collar for very large breeds for safety - but training is the crucial thing. I have a Pug who walks at 3 different speeds and never leaves my side lead or or no lead (in safe places) , because I spent the very day training him to do just that. I found that there was enough of a cross over to go up a size if needed.
