Will this work with a Black & Decker RTX rotary cutter?

Yes it does work on the B&D RTX. I have the RTX. I have this attachment, along with multipurpose cutter, flex shaft, dust blower.

Will this work with Dremel Moto Tool 8220?

The instruction manual states it will work with models 100, 200, 275, 285, 300, 395, 398, 400, 800, 3000, 4000, 8100, 8200, 8220 & 4200. It should work with your 8220.

Will this fit my Dremel 3000?

the first Dremel tool I bought, a 3000 or similar, came with one of these. Awesome for holes in sheet rock. Yes it will fit yours

Will this work on a Black and Decker RTX rotary tool ?

It should assuming that the thread size is the same. Most rotary tools have the same thread size for third-party parts compatibility. Worst case is to return it if it doesn't fit.
