I'm a 30" waist and it fits great, I could adjust it it to make tighter. Medium is probably good

Can I use this groin protector for competition?

No you cannot. This is for training only and for competition you need the bigger cup where it will cover your hips also.

Are these groin guards USA boxing certified for competition?

Cup area is way to small fop an adult male. you cannot fit you ---- in there. Poorly made.

Im a waist 30. Which would feel best medium or small?

The medium might be the best fit for you. I would not bother with this product at all. The one I purchased fell apart in less than 6 months. Definitely not a quality product!
