A: yes it does fold to about 10 inches wide. The back wheels clos together. I found a little wd40 on the front hinge between the handle bars made the folding much easier.

A: It has a bag permanently attached to the frame. It looks small but a lot can be crammed in. It has a lid with shuts with velcro fasteners. It 's not waterproof but it's a useful tool for shopping.etc
