Is this non metalic material?

The color coated outside is not metallic. It is some sort of rubbery/plastic type material. There is metal inside the flashlight though.

Why are these more than 2 bucks each? They cost a dollar at walmart, batteries included

I have no idea why they cost what they do. I liked them, like the ease of ordering them, like the colors, so I bought them. They arrived quickly and are easy to use. One color for each family member.

do the batteries really only last four hours?

with the batteries that come along but if you put Duracell batteries last much longer ..
