Is it good to only use light rosin if you live in a city that is mostly humid during all seasons?

I have never heard that humidity is a significant factor in choosing the right rosin. Dark rosin is generally stickier than light and this is the primary reason that people choose one over the other.

How long does it last for? Do I need to get several rosins?

Depending on how often you play, and how hard you play, it will last either a month or several months... even up to a year if you don't play very often. For the price, you may as well get one or two just to have a spare, but at the very least get one and see how long it lasts for you.

Can this be used on shoelaces to prevent them opening up?

Would waterproof them. Stop fraying
