If I put this in a bowl with my tank decorations will it clean them free of algae?

No, it won't resolve an existing algae problem, it will help prevent it getting any worse. Keeping your display out if direct sunlight and keeping the lights off will help.

There's no english instructions on the bottle! from what i can read it's 5ml per 40l. do i add straight to tank or mix with clean on a water change?

I do 5mls per 40ltrs and add at water changes...fish seem happy
