Can you premix this and keep it in an airtight tub?

No - it's a reaction between the powder and the water once mixed together, that can't be stopped by simply putting it in an airtight container.

How do you mix it? And how do you know how much to mix at a time?

Add a little bit of water at a time, stirring it in. Get it to a "thick double cream" consistency so you can apply it to the walls easily. Maybe look at some cooking videos to see how to do it :)
