What are the 2 white plastic things for?

If you're talking about the little white cylinders those are battery adapters just in case you want to use lithium batteries that are a different size, some lithium batteries you can use two little mini batteries or one large slender battery they come in various sizes so that's what that adapter is for

How do you recharge it? do you plug a usb cable into flashlight?

You can use disposable alkaline batteries or rechargeable AAA batteries. I recommend the rechargeable as alkaline eventually leak acid and have ruined many of my devices. You need a small inexpensive charger to recharge the rechargeable AAA batteries. A third option is to purchase the 18650 rechargeable battery but that too requires a special charger. I would recommend the rechargeable AAA. I’ve used ELB 1100mA with success.

Do these flashlights use flat top or button top 18650 batteries?

Thanks for your question. Both of these batteries will work fine in the flashlight, but we recommend using the button top battery, as using the flat top battery may cause the battery to wobble inside the flashlight.
