How many keys can it hold?

There is no problem with hanging 10+ keys.

How reliable this retractable string is?

Strong Steel Wire Cord. Normally it won't break.

Can the cable be "locked" while extended or is it always under retraction tension? (I hope that makes sense).

Hello, Thanks for your question. The cable can not be "locked" . But you could easily attach about 20 ordinary keys or the weight of 6-8 ounce to it. No need to worry about the rope breaking in a very short time, or the weight of your stuff making it hang over your knee.
