Can you remove the Velcro from the wall if you wanna move it?

Yes but if the Velcro sticky back fails you may try to use a glue product to help keep it attached to the wall. Or do as I did. I used a piece of plywood and mounted the plywood to the wall. More permanent tgat way.

Can this count the amount of fast punches in say one minute?

Yeah just use a stop watch but will count each punch and how hard
