Helps to retain heat. Without a cover it could be a safety issue as well. **Q: Does the wind blow the solar blanket out of the spa easily?** A: Yes. The blanket is very lightweight and easily catches the wind. I use a binder clip to keep mine attached to the cover, eliminating the problem. **Q: Bubbles up or down ? Or does it matter.** A: I dont know that it matters too much but bubbles down. I believe that lets heat circulate under the sheet and remain contained.
