Should the discs be loose in the bag (other tassimo discs arrive in box sleeves in the bag)?

Yes, Marcilla Cafe Largo and Marcilla Espresso both come loose in the pack. They were originally trialling it out for the Spanish market before deciding whether or not to roll out to the rest of the world. No decision has been made yet but it could be something you see more often. BaristaPod
