Unfortunately even though it is tough it is not strong enough if you fill it near the top to hold the water. The design will lean the top edges into a funnel and the water will pour out (I found this out when trying to see if it would hold water without buckling before I started) It would be best to sink into the ground right up to its top ledges. Or if using with a rockery type of pond, make sure you shore up the top half of the pond with cement or bricks.
