No it does not come with any fuses.

It had 3 negative posts. i need 4. can i stack two negative connections. solar charger and dc to dc charge on one post?

If you are talking about a common ground and the bus bar is connected to ground, you can stack multiple ground connections to any of the three posts. Is it compatible with 24v system?

Most likely it would be totally fine, depending on the amperage draw. Learn ohms law if you aren't familier. If you need 30 Amps of 24volt, you would use a 12 volt fuse rated for 15 Amps.
