I did mix with a little organic fertilizer as there is really nothing to this stuff as far as nutrients go, and your starts are going to need something to grow on after they're up. I did no fancy treatments, just poured warm tap water on it in a bucket until it was completely expanded and mixed in a little fertilizer.
