The backing is made so it is possible to lay into flooring. I set I don’t see why not. The backing is not waterproof if you are planning to use it for indoor plants but it would be easy enough to put a waterproof backing on them. It is made so you can set it as you would tiling. I have mine set as stepping stones in my garden.
