How does this stay on?

It has ties in the back but you still need to hold it up. Very lightweight

does it come with the pump?

No pump. It is a standard blowup inflatable. Similar to a beach raft. If you have adequate lung function,it should only take about 5 minutes.

How does it attach? Do you have to hold it on?

It has a strap on the back of it that goes around your head.. Very simple.. It also had a tie for around the waist.. Fun costume. Just learn how to walk in it...
