I didn't have to restart my laptop. Initially saw some issue with some Script when first brought up the Pinnacle software, so I just ignored it. I'm capturing the miniDV from my old Canon HV20, and so far it's been going ok. I stopped the capture after 20 minutes to review what it captured. In my target folder, I got a video only file, and 2 WAV files (probably for left & right audio channels). The video looks good (16:9 aspect ratio). So I believe it's ok with Win 8.1. If you need to buy this, just make sure you buy it from amazon as you can always return it should you encounter incompatibility.
