The wire (probe) at the end is wrapped around one of the service lines coming into the panel and when the utility power comes on, it senses the electromagnetic field that is generated when the line is energized and triggers the alarm. I will tell you that the alarm is loud, but if the breaker panel is located a distance away from the living space, you might not hear it. Mine is in the garage in the basement and I could barely hear it on the 1st floor and not at all on the 2nd floor. I tried this similar item “Reliance THP108 PowerBACK! Mains Return Alarm” and I can hear this throughout the house. Alarm is pretty loud without waking the neighbors. The only issue I had and really loses a single star for it is I wish this thing had a magnet for the back. As it would make mounting on a metal breaker box super simple. Thankfully I had a 1.5" x 1.5" neodymium magnet that I could epoxy on the back.
