can this be used to weld thin metal such as auto body panels or thin wall exhaust tubing without burning through?

I really don’t recommend it but you could try a low setting. I still recommend mig or tig for something that thin

What kind of electrical circuit does it required to work properly? 15A, 20A or 30A?

I recently used it from a standard 15 amp power surge protector, plugged directly into a 20a/110v source. I welded a 3" crack on my recliner base. Metal was only 3/32" thick, set the welder to 70 amps and did not trip the 20 amp circuit breaker. Better to trip a breaker than to start a fire. I am not an expert HTH!

Where can I get this at 220v ?

This hand-held welder is designed specifically for US voltage, supporting 110 volts, if a 220 volt voltage is required.
