Is this useful to seal a painted leather project such as a hand tooled wallet?

I've used it on a lot of hand tooled, stained, leather goods. You paint it on and then rub it in to keep lines and bubbles out. It works great! I'm not sure about painted goods. It'll seal it, but I'm not sure it'll keep the paint from cracking and flaking as it ages.

Does it work for car seats and it is too shiny?

I would yes it will work for car seats as I used it on my motorcycle and have had zero issues with it. Yes, it is shiny. If you do one seat, you will have to do them all.

Does thus dry like applying an acrylic coat/layer or is it more like a liquid that wears off after a few days? Will it flake off?

It's like an acrylic coat. It seals and protects. You need to add 4+ coats
