Is this rope good for shibari, by any chance?

For only bondage. I would not use for suspension. It stretches down to 5mm under tension and from 12" to 13 1/2"

The description says that is can be used in water conditions, but is it UV resistant?

No. I bought it and used it on a flagpole. Less than a month and it is deteriorating. I just got in new rope to replace it.

What is the strength rating? Safe working load limit?

They only say light weight. I'd expect that since they say use for clothesline I probably wouldn't expect more than 100 pounds. If you want a stronger rope for the same price, buy some paracord 550 rope. Lots come under $7 here on Amazon and some up to 100ft length.
