The filter I recieved said made in china, disappointed I've been buying Purolator brand for years because of quality & made in usa.

Does this come with O rings for the fuel lines?

The O Rings are on the lines of the vehicle. If you have lost yours you will have to buy new ones. I have never seen Orings in a inline fuel filter box. hope this helps.
