Do the brackets lock when folded down?

they do not exactly lock because i do not hear any click when you fold it down as you would when you open it… It however stays in place when folded down

How far apart can I spread each bracket. For the 20" bracket can I use it on a 48x23 desk?

Mine are not that far apart. I think weight of the desktop would also be an important conside ration, besides distance between brackets.
