Yes it is smaller. I wear a 5 and had to make the 10.

Depends on whether the fabric is 45" or 60" in width and whether you are making the long skirt or the short. According to the charts on the back of the package, the long skirt roughly takes 45"- 8 1/2 yds or 60" - 6 1/4 yds. The short skirt takes about 45" - 7 yds or 60" - 6 yds.

Does pattern use buttons or does the waist tie loop through a hole

I have made the midi version of this skirt, no buttons!
