No , it doesn't work as tripod, this is kind of monopod that you can handle in your hand.

Will it work with hero 7

Not sure. It depends on the size of the mount provided with Hero7. But it should work coz the way mount attaches with handler, it can support any hero series. But even in worst case if it doesn't, just order a pair of new mount for hero 10 and you're good to go with your hero 7
