Inner duty belt or not? inner duty belts have the soft side of velcro the entire length.

NO, it does not have Velcro all the way around. only about the first 14" or so. While this belt is very stiff, you would need to use old style 'keepers' to use it as an inner duty belt. Which really isn't practical in today's carry everything on your belt including the kitchen sink era.
