The 1% solution contains 1% gentian violet and 99% other ingredients (alcohol, water, etc) the 2% solution contains 2% gentian violet and 98% other ingredients. So the 2% would theoretically be 100% stronger, but, the real difference between strengths depends on what you are using it for.
