Does this dock work with the new Mac mini 2023?

Can the mac mini be placed in a different direction than the doc? my mac mini's left side is facing me and i'd like the ports of the doc to face me

The description says it has "usb 3.0 ports," but the one i got says it has" usb-a ports." are they usb-a 3.0?

USB-A describes the typed of USB it is. USB-A is the common rectangle port, likewise USB-C is the oval shaped port. The 3.0 is the model of port and the higher the number, 2, 3, or 4 the higher the speeds.

Will the usb-c port charge an iPad Pro 11 inch? Also, will the usb-a ports charge phones, battery banks etc.?

The Satechi Type C will not charge a phone, battery etc via the USB port and will not charge an iPad Pro 11 or other iPad models via the USB-C port,
