Can this 18inch be used as a personal item for spirit?

I purchased an american tourister for spirit / frontier personal. It is 18x14x8 and i am surprised at how much it can carry.. Bag has wheels and handle.

Is it too big? The 27" bag measures more than the allowed 62" with wheels and handles.

It is too big for overheads. I bought it for when I want to check bags. I also bought the smaller one that is 23” I believe for overhead

Is this made in China?

Yes. The label on the inside says "Made in China".
