Is there an audible ticking noise?

The clock is hanging on the wall. I do not hear an audible ticking.

What is the small second hand for and does it sync with large second hand

I am just guessing, but I think the small second hand is just replicating one of the dials on the actual watch. It does not automatically sync with the large second hand.

Are all the smaller dials on the clock face functional or just there for show? Anything any of you would have wish it had, for the price you pay?

As Yoshimi commented, all the dials are functional. That said, I do wish the 0-60 dial on the left middle was something other than a duplicate second hand as the large main second hand already sweeps the face to provide that function. Putting a 24 hour clock face in the duplicate seconds dial's place like on the actual watch would have been more useful. A date function would have been great also.
