They are soft cases not hard shell... **Q: will a 14 inch drum tom fit in the 13 inch case** A: Gary, I would assume so. There is room to spare in each of the drum cases for standard sizes. I have a 5 piece Yamaha stage custom (Birch) set and these drums still had room in the cases. The Floor Tom case says it is 16 inch but my 17 Tom fit perfectly. That is really a difference of 1/2 inch per side. I think they will fit. You may have to consider the extended drum mount.
