What's the difference between this cpu comparing to the I9 10900k? Add the same cores but different clock speed?

The silicon may have worse quality on the i9-10850K than the i9-10900K, therefore if you want to overclock at or past 5GHz, it may require more core voltage than required on the i9-10900K

why this CPU made in china ?

In all likelihood this CPU was made at a fabrication plant in the US, then assembly and testing was done in Vietnam. Intel does have a fabrication plant in China, but it does not produce CPUs.

Ok, you will need to find a motherboard that fits the socket type which is LGA1200. then you will need to buy Ram, SSD (or HDD), graphics card, and other parts..... if you are using a motherboard that has the new socket type LGA1200 I will assume anything else you buy will work fine with this PC.
