Will this output 12v in the 12 volt setting?

Only if the power supply you connect it to supports 12v. Not all of them do and this has no ability to adjust incoming voltage it just requests.

So, of i set this to 20V and i pulg in something that cant fo more than 9V does this just default to 5v?

In my experience, if you set this to 20, then connect to a power source that can't provide 20, yes, it will go to 5.

If you connect this to a usb-c that only supplies 5v 3a max (no negotiation), will this unit output the 5v 3a?

It should but what is the point of using it then?
