I forget the levels but it's something like between 95% & 60% of full charge. This is to prolong battery life. Duch batteries should not be discharged to less than about 2v. The inbuilt protection circuit is designed to prevent this. In my opinion therefore, it is not normal or acceptable to receive a discharged battery upon purchase. However, you don't say how you have determined that the nattery you received is discharged. I would make sure you are making that determination correctly and any equipment or method you used to determine the battery health has not caused a problem. These are high quality batteries generally. It would be very unusual for a bad battery to be shipped. **Q: What battery charger should be used with this battery?** A: LiPo batteries require a charger designed to provide the special requirements of LiPo batteries, these are single cell batteries nominally 3.7V, and most LiPo chargers are designed for the Radio Controlled market which tend to use 2cell (7.4V) or larger batteries which are made up of multiple single cell batteries. Unless you are technically savvy you are better off with a different battery technology. It needs to have the polarity of the connector changed to match the needs of the boards.
