Die cast metal, made in two parts, and looks like you could prize it apart. The mechanism is really smooth and free, which is nice to use, but also makes it easy to identify the correct combination. These things buy you time - it takes time or tools to open or remove (less than a minute in my case). This is fine for a public place where someone tampering with it will be spotted immediately, but don't lock anything valuable with it where no one will be spotted tampering with it. I will be using mine as a locker padlock, so it should be fine for that.
