Will this fit a 1 & 3/4 inch belt?

Yes. I wear it with a 1.75” belt.

Is this the same as the Safariland 71-1 that I am using for a Glock 19 magazine?

The 71-1 (notated on the back of the belt loop) has worked very well for me carrying double stack magazines from several pistols over the years. I ahve caught it on multiple things, like tables and dressers while walking and not damaged the pouch at all and it still retains whatever magazine I shove into it. That is why I want another one, they just seem to work.
