Does the handle rotate

The handle is one solid piece. The cleaning rod features a spinning section. Once the handle is attached to the rod, it does spin.

Is this long enough to clean a 9mm rifle or carbine?

No, the kit features components optimized for cleaning handguns. For rifle/carbine length we recommend Bore Boss 9mm Carbine, which features 20" long pull-thru cable

the reverse side of the pick is a punch? I am installing an armory craft trigger in a Sig 365 - will this do or do I need a punch kit?

I also have a punch kit because the size punch needed can vary, so not sure for you on the 365.

Can this kit be used to clean s&w 380 shield ez?

This kit is for .357, .38 and 9MM, they have kits for other calibers
